David is a Master Mariner, based in LOC’s San Francisco office. He has 28 years’ experience in the tanker industry, including nine years as Master of ULCC and VLCC tankers trading worldwide. He has extensive knowledge of all types and sizes of crude and product tankers, extensive experience in ship-to-ship oil transfer operations (STS), and tanker single-buoy mooring operations. As a marine consultant he has worked on behalf of owners, P&I clubs and solicitors, has undertaken accident/incident investigations, including collisions and groundings and has attended for P&I clubs on a number of major salvage and wreck removal operations worldwide. He has prepared reports, given opinion and acted as expert witness in London Arbitration/High Court proceedings. He has also carried out various types of surveys and audits including pre-purchase inspections, condition and suitability surveys, cargo damage surveys, towage approval and marine warranty surveys.
